ISN’T THAT RIDICULOUS? I COULD CHARGE 12.55% LESS IF THEY DIDN’T DO THAT. If the item has a a make offer option the parameters are set with an automatic DECLINE for low offers so that’s why “offer declined” will be instantly be sent back. Some inexperienced buyers don’t understand how that works.
